The Spruce Up The Park Neighborhood Preservation Program

The city held the open house at the Edinburgh USA Clubhouse and there was a steady stream of residents passing through.

Our neighborhood is part of phase 4 for this year's program. Every property will be evaluated and the results will be communicated to each homeowner. The city's codes are a bare minimum and any covenants that are enacted by associations are above and beyond. 2003-2004 program results showed that 45% of the homes evaluated had violations. The city respects homeowner associations. As a matter of fact, they smile with glee. I met the Walters at the open house and we bent a few ears on problem properties that are not in our association. The concern for most of our neighbors on 91st Crescent is the degradation of the southern properties on 91st Crescent. Every city official we spoke with took down the addresses of the problem houses and encouraged us to continue to keep them informed.

It is clear the city wants to bring about rejuvenation. The Village Creek project is progressing nicely and is a fine example of the results the city intends to fortify for rest of Brooklyn Park.

I spoke with Rodney Beystrom the Property Maintenance Inspector. We reviewed his list of rental properties in our neighborhood. There is only one licensed and it is the group home. He was surprised to learn that we do not allow rentals in our area and will not approve any rental licenses for association areas that bar rental properties. He asked me to notify him of any rental properties that suspect within our area so he can follow up on them. It is a Catch 22 for the resident, first they are operating in violation of our covenants; second they are operating a rental without a license. I provided Beystrom with a copy of our newsletter so he could access our website for more information.

I also spoke with the Crime Prevention folks. The director pointed out that we do not have a crime watch group set up in our area. She recommended no more than 10 homes to a group for our size neighborhood. There are several benefits to a crime watch neighborhood. She cited that after interviewing many thieves, the thieves tend to stay away from crime watch neighborhoods because they know the neighbors are watching out for each other. The Crime Watch sign is a great deterrent and is something we should really consider.
