Annual Board Meeting 2006

The annual board meeting started at 7:10 p.m.  In attendance were President Rick Jellison, Treasurer Mark Levdahl, Bob and Carolyn Walters, Mike Simonet, Brian Peter, Madria Turrentine and Nancy Knoble.

 

The President recapped the projects that were under taken during the 2006 fiscal year.  He apologized for the late notice of the meeting but explained that due to tight scheduling, this was the only date available for a while.  The President explained why trees were removed on 91st and Zane and also why sod was placed in this area.  He also noted that 4 more trees were going to be removed along the edge of the ponding area.  He mentioned that the Association had a goal to restore the grass area along the North and West side of the ponding area through cutting and possibly fertilizing.

 

Treasurer Levdahl recapped the annual budget and expense report.  He stated that based on the numbers, the association spent just about what it took in for 2006.  He mentioned that only two properties were delinquent on paying the annual assessment:  one home on 91st Crescent and one home on Yates Bay.  The collection will be done at closing, foreclosure or small claims court.   He added that an attorney was retained to review the covenants to see what is enforceable and what is not.  Much to our surprise, the only item that has changed that is no longer enforceable is the ability to restrict members from voting if they have not paid their dues.  The Association was advised not to rewrite the covenants for the removal of one item, but just to be aware of it.

 

Rick followed up with the savings the Association took advantage of by replacing the mailboxes and staining the posts on a volunteer basis.  He added that he needs more people to get involved in order to keep expenses down. 

 

Rick mentioned that the association has been running with two board members and it was soon to be only one.  He said that 4 or 5 members are needed to keep things moving smoothly and to allow for different inputs.  He said that the position of Secretary and Treasurer are open.  Our current Treasurer will be relocating in a couple of months to another state.  Rick apologized for not being able to do more for the Association in 2006, but due to a new job and a hectic schedule, additional attention could not be placed on the Association.  Both Rick and Mark remarked that Association is set up with spreadsheets, websites, emails and computer files that will anyone with a little computer savvy to take over.  Rick’s concern was that the Association should and would not be run by one individual.

 

Questions were asked about getting neighbor compliance on violations.  The Association does not have the resources to “police” the neighborhood.  The Association will however follow up on any complaints that involve violations of the covenants.  Tips were given on how to talk to a neighbor about a violation.  The Association has decided to send out warning letters on trash and recycling containers being left out in public view.  It was decided that the fine would match the City of Brooklyn Park’s fine of $25.00 per incident.  The fine will be added to the annual assessment and paid at the end of the year.  So, the possibility of a member paying both the city and the association is pretty likely.  Attendees offered different storage solutions and many of these will be posted to website when they come available.  Another question was asked about the rock gardens in the cul de sacs.  Rick reminded all that the Association will help fund the renovation, but the ideas and planning must be done by those it affects.

 

The meeting ended at 8:05 with Nancy Knoble volunteering for Vice-President.
